Collaboration with CSCEC (China)
1. Background for the Agreement
In order to promote the co-operation between the CSCEC and the CIOB into a wider sphere, and based on the Three Year Agreement signed in 1997, this agreement will be signed after the discussion by the two parties.
The agreement signed in May 1997 by the two parties is valid for three year and thus expires in May 2000. It has been noted satisfactorily by both sides that during the three years, with the effort jointly made by the CSCEC and the CIOB, a good working relationship was established, activities such as professional training, personnel visit to each other and academic research were organised and the results were excellent. Especially in the training of CSCEC managers to become MCIOB, some excellent work has been done by both sides, and CSCEC benefited in having many managers reach international level in their profession.
During the three years' co-operation, the CSCEC/CIOB Training Centre jointly established by both sides undertook all organisational work and implemented every detail relating to the co-operation, and achieved significant results. It has been agreed by both sides that CSCEC/CIOB Training Centre provided efficient organisational support to the co-operation, and ensured the smooth running of all operations.
It is noted gladly by both sides that the co-operative working relationship built up by the CSCEC and the CIOB has developed into an effective co-operation formula following the principles of "Equality, Complementary and Mutually Benefit”. Following this formula, the scope and content of the co-operation have expanded constantly, and the co-operation progresses into a deeper level.
It is recognised by both parties that based on the three years co-operation, effort will be made continuously in the training of people to become corporate members of CIOB, and in the development of new areas of co-operation. In summarising the three years co-operation experience, both parties are happy to and agree to extend the co-operation agreement, in principle to plan the details of next three years co-operation, to ensure the smooth development of future co-operation continuously.
2. Co-operation Committee
It is emphasised by both sides that the Co-operation Committee is the co-ordination and management organisation, its main function is to co-ordinate and solve any major issues relating to the co-operation, it entails:
To co-ordinate the relationships between one another, to promote the co-operation and development
To research and determine the directions and detailed projects of future co-operation
To discuss and determine instructional documentation such as Annual Planning
To inspect and determine important documentation such as the Implementation Plan of each project
To discuss and determine any major issues in the execution of a project
To monitor and manage the day to day running of executive organisations such as the Training Centre established by both sides
Periodically or non-periodically to look into the status of the co-operation, and provide instructional suggestions
The Co-operation Committee is a non-executive organisation, thus has no permanent office. In principle an Annual Meeting should be held alternatively in Beijing, China and London, UK; the committee members normally will communicate with each other through mails, telephones and internet.
The Committee consists of seven members, 3 each from the CSCEC and the CIOB, 1 from CIOB China. Mr. Zhang Qinglin, Executive Vice President of CSCEC and Mr. Michael Brown, Executive Director of CIOB will be the Directors of the Co-operation Committee, providing leadership for the committee.
3. CSCEC/CIOB Training Centre
Both parties re-iterate, because of the highly efficient work undertaken by the Training Centre in the last three years and the effective support it provides for the smooth running of the co-operation, The CSCEC/CIOB Training Centre will continue its operations. The Training Centre is an executive organisation, its office is located within China Construction Personnel Centre.
The main function of the Training Centre is to undertake all projects determined by the Co-operation Committee, to organise and implement detailed operations. At present, the main functions of the Training Centre are as following:
To produce Training Manuals, Teaching Schedules etc. for all MCIOB training groups such as PED Training Class, and to be responsible for the organisation and implementation of all training groups based on the above documentation.
To produce Implementation Plans for academic seminars, overseas visits and academic exchanges etc. and be responsible for the organisation and implementation of above activities.
To assist CSCEC and the CIOB to undertake any operations relating to this agreement, or provide necessary support for CSCEC and CIOB's activities.
Periodically summarise the implementation status of the co-operation, and provide written report to the Co-operation Committee.
To research the feasibility of new initiatives of co-operation, and provide suggestions to the Co-operation Committee.
Based on the development of the co-operation, the Co-operation Committee may increase or adjust the functions of the Training Centre.
Mr. Zhang Qinglin will be the director for the Training Centre, the deputy director will be representatives from CSCEC and the CIOB.
4. MCIOB
To qualify more and more MCIOB in China is the main content between the co-operation of CSCEC and the CIOB. In the past three years, very effective work has been undertaken by both sides, a great deal has been achieved, a brand new formula has been established to enable construction professionals to become MCIOB.
It has been agreed by both sides to continue organising PED Training Class; meantime, both will make effort to start suitable training classes for professionals who have different qualifications and experience, to help them to become MCIOB. It has also been agreed by both sides to expand the scale of the training classes (number of classes, number of people attending them), to help more and more people to become MCIOB.
In addition, both sides agreed to organise various kind of professional activities to suit the need of the people who have already qualified as MCIOB and those who have not, in order to help their professional development.
5. Other Co-operation Projects
Both parties agreed, when the condition is right, wider scale co-operation will be undertaken in the areas of personnel training and academic exchange; academic discussions, seminars, overseas visit, short term training and personnel exchange etc. will be organised, in order to further develop the co-operation.
For each co-operation project, detailed and feasible plans should be drawn, to clarify the responsibility of both sides; conscientious effort should be made in order to achieve excellent result.
6. The Management of Members and Trainees
It was agreed by both parties that “CSCEC/CIOB Training Centre” is the only management organisation to qualify CSCEC employees to become MCIOB. Every applicant from the CSCEC who want to join the CIOB will need to be recommended or organised by the CSCEC/CIOB Training Centre. The day to day management of CIOB members and trainees within CSCEC are the responsibility of the CSCEC/CIOB Training Centre.
The CSCEC/CIOB Training Centre is also responsible for the day to day management of those non CSCEC people who join the CIOB through the Training Centre.
7. CSCEC Responsibilities
Fully Support the co-operation, and provide necessary assistance.
Under the leadership of the Co-operation Committee, to be responsible for the day to day running of the CSCEC/CIOB Training Centre.
Being responsible to recommend trainees who will take part in all professional activities mentioned in this agreement.
To provide necessary support for CIOB's activities in China.
8. CIOB Responsibilities
Fully Support the co-operation, and provide necessary assistance.
To be responsible to recommend route to achieve CIOB membership for different people, and to provide advice on how.
To be jointly responsible with the CSCEC for the projects undertaken by CSCEC/CIOB Training Centre.
Based on the requirement by the CIOB Education Framework and potential trainees' qualifications and experience, to provide Implementation Plan or Teaching Schedule for each professional activity, and to provide relevant documentation and lecturers etc.
To organise the examinations and professional interviews of trainees, and to issue certificate to those who qualify.
To provide necessary support for CSCEC's activities in the UK and elsewhere.
9. Other
All Implementation Plans or Teaching Schedules produced under this agreement are part of this agreement
This agreement is in both Chinese and English and both have equal powers, two copies in each language will be produced, both parties will possess one copy in each language.
The agreement will be valid from the date of signing, the duration will be three years, but can be extended if both parties wish so.
Matters not covered by this agreement will be discussed on equal terms by both parties, and necessary appendix will be signed.
