First Three Year Co-Operation Programme With China

The First Three-Year Co-operation Programme of Six-Year Cooperation Plan Between Department of Education Personnel and Labour of Ministry of Construction (DOEPL, MOC), of the People's Republic of China and The Chartered Institute of Building (CIOB) of The United Kingdom

The Objectives:

To enhance the quality of the Construction Management education and profession in China to a level that can be accredited at an international standard

Based on the experience in the education and accreditation of the Construction Management in the UK, to establish the accreditation system in Construction Management in China.

The CIOB will support and help the DOEPL of MOC to establish the accreditation system in Construction Management education. There will be at least 4 universities to be accredited in 1999 in the first round. The second round accreditation will be in the year 2001

In 2002, the accreditation of the Construction Management in China will be undertaken jointly by the China Accreditation Board of Construction Management(CABCM) and the CIOB Recognition of Awards Division (ROAD) in order to achieve an education standard that is internationally recognised, so that the goal of mutual recognition of the accreditation of professional education is realised

The Main Activities in the First 3 Years

1996

In November 1996, Mr Michael Brown of CIOB visited China. He discussed the 6-year Sino-British collaboration plan in Construction Management education with the MOC and prepared a programme for the first 3-year co-operation.

1997

In March 1997, the MOC and the CIOB jointly organised a Chinese delegation visiting the UK. The delegation was lead by Professor Mao Heqin of Chongqing Jianzhu University. They visited CIOB and seven UK universities to learn about :

The teaching programmes in Construction Management;
The accreditation standards, procedures and methods of Construction Management education;
The preparation of the accreditation, so that the four universities in China know how to prepare their accreditation in 1999.

In October 1997, 3 experts from CIOB's Recognition of Awards Division(ROAD) visited Shanghai to take part in a seminar on the accreditation of Construction Management education, the purpose was to have exchanges and discussions with Chinese professors , academics and industrialists about the experience and method used in the accreditation of Construction Management.

In November 1997, Mr. Michael Brown from CIOB visited the Ministry of Construction to discuss the 3 Year Plan and future co-operation.

1998

Training Course for Teaching Staff
Time: March 1998, Duration for British Lecturers in China: 2 weeks.
The DOPEL of MOC will organise a training course for young teachers in Construction Management, duration 3 weeks. CIOB will send 4 lecturers to give lectures and provide training materials.
The costs for the British experts will be supported by BC.
The number of participants in training is thirty to forty.
Apart from the lectures by the British experts, all other lectures will be undertaken by Chinese experts.
MOC will draft a programme for this training course before Jan,1998.

The DOPEL of MOC will send 4 Chinese experts from CABCM to visit the UK.

Time: To be decided, Duration: 2 weeks
Purpose of the visit:

To observe the accreditation process in Construction Management education in the UK.
To study the professional training programme in Construction Management in the UK.
To discuss relevant issues in respect of the second round of the accreditation in China.

1999

CIOB will send 4 experts to China to observe the accreditation trial undertaken by CABCM.
Time: To be decided, Duration: 2 weeks.

Purpose:
As foreign observers to take part in the accreditation of Construction Management in China;
To attend the plenary meeting of the China Accreditation Board of Construction Management.
To discuss and determine the relevant issues of mutual recognition on the result of an accreditation.

CIOB Director Visits China
To review and analyse the first 3-year co-operation.
To discuss and plan the second 3-year co-operation programme in Construction Management.

MOC and CIOB both realise that in order for China's Construction Management education to reach an international standard, it is very important for China to train teaching staff. We both hope that BC will be able to provide scholarships, so that five to seven Chinese young teachers are able to study in the UK during 1998/99.

Time: To be decided, Duration: 6 months to 1 year.

The young teachers will learn from the advanced teaching experience in the UK and study some new courses in Construction Management, they should also have some work experience in construction companies so that they can improve both their academic ability and management skills.
