A response to the EEPH Call for Evidence on Costs and Benefits of Energy Efficiency Measures. This CfE was carried out by the EEPH on behalf of the Department for Energy and Climate Change (DECC).
The CIOB believes that, while refurbishment and retrofitting measures afford the opportunity to improve the energy efficiency of existing buildings, the various benefits that can be accrued from good building-maintenance and repairs must be a chief consideration. In the cases where refurbishment and retrofit need to be carried out, the simple and least effective measures, which provide some of the best results, should always be considered in the first instance.
