CIOB response to DCLG on the Draft National Planning Policy Framework (NPPF).

Generally, the CIOB agrees with the basic principles outlined in the draft NPPF. If the NPPF is developed and implemented appropriately, it will provide a transparent and robust planning framework to implement high quality development within local planning areas. CIOB recommends that the NPPF includes planning guidance on how to implement zero carbon housing and zero carbon non-domestic buildings at a local level.  We also recommend that the framework encompasses scope for development applications for the retrofitting of the existing building stock, given the emphasis placed on this with the upcoming Green Deal and the need for energy security.
