| It is my privilege to accept the role of Chairman of the Hertfordshire Centre and to lead a lively, dedicated and innovative committee. My career in the built environment has spanned town planning, project management and technical consultancy. As a non-cognate graduate I progressed through construction by seeking out new experiences and training opportunities and listening to the advice I heard from the site to the board room. These points underpin my personal commitment to promoting CIOB membership to all construction managers regardless of their individual backgrounds. | |
The Hertfordshire Centre has a good track record for topical, informative CPD events that encompass all members’ needs. Events are selected according to member preferences and the committee’s analysis of industry news. This approach will continue into 2009/10; the events programme will reflect issues relating to: legislation and government policy, training, technical developments and contracts management. We are also hoping to undertake joint CPD events with other Centres in the Eastern region and with other professional institutions. We feel confident that this will be a year of strong, balanced and thought-provoking debate. In order to maintain and strengthen local membership, we will be actively promoting CIOB events and services to contractors, consultants and educational institutions throughout the county. It is only by increasing our profile that we can draw people to events and showcase the benefits of membership in terms of support, training and networking. More importantly, we need to improve our knowledge of local professionals and businesses if we are to best represent their interests. I am particularly keen that my contributions as Centre representative to the Branch are based upon grassroots feedback as well as committee updates. | What's going on in Hertfordshire? | |
On Tuesday 11th November 2009, at Ramada Jarvis Hatfield, Peter Barnes of Melbury Consulting gave an overview of the NEC 3 suite of contracts. Peter is a Fellow of the Chartered Institute of Building, a Chartered Arbitrator, and a Mediator. Peter is also the author of the ‘The JCT ’05 Standard Building Sub-Contract’, and is co-author of a further book on JCT 2005 Sub-Contracts published in August 2008. Peter gave a brief history of NEC 3, which was intended to bring clarity and simplicity with flexibility of use, and to provide a stimulus for good management. Most members who attended were however surprised at the bulk of documents contained within the full set of the NEC 3 suite of contracts. The NEC contract has been used by National Health service, ProCure 21, BAA Heathrow, Cardiff Millennium Stadium, Channel Tunnel Rail Link, London Underground and the Environment Agency to name but a few. |

Peter raised the point that although the NEC contracts had been endorsed by the Office of Government Commerce ‘NEC complies fully with Achieving Excellence in Construction (AEC) principles and recommends the use of NEC3 by public sector construction procurers on their projects many government authorities had taken the endorsement to be a compulsory requirement for the use of this contract when in fact this is not the case. |
